Rapid finalisation of text provides legal certainty for operators currently adapting internal systems
Brussels – Tyres Europe has welcomed the European Commission’s draft revisions to the EU Deforestation Regulation (EUDR) and called for “swift adoption” of the regulation to bring about certainty in the industry.
In a 29 May response to the European Commission’s consultation on the draft delegated regulation amending Annex I of the EU Deforestation Regulation, the association said the draft text was “a constructive and proportionate step towards improving the operability and legal certainty of the EUDR.”
In particular, Tyres Europe said it supported the proposed approach to tire retreading, which would limit the scope of the regulation to tire treads.
This approach will include only new rubber component introduced during the retreading process while excluding used tire casings and retreaded tires themselves.
“This clarification is important for the tire sector, as it aligns EUDR obligations with the actual introduction of new rubber material on the market,” said Tyres Europe.
The process, said the Brussels association, avoids “unnecessary administrative burden” for retreaders, many of which are SMEs, and supports the EU’s circular economy objectives.
Tyres Europe also welcomed the proposed clarification excluding products intended exclusively for testing, examination and analysis, as well as the broader clarifications on used and second-hand products and waste.
Given the ongoing implementation preparations across the supply chain, Tyres Europe called for “the swift adoption and publication” of the delegated regulation before the summer break to support legal certainty and implementation readiness.
“Rapid finalisation of the text would provide the necessary legal certainty for operators currently adapting internal systems and compliance procedures in preparation for the application of the regulation,” said Tyres Europe.
