China imposes antidumping duties on halogenated butyl rubber from Canada, Japan

Beijing – China has introduced antidumping duties on halogenated butyl rubber imported or originated from Canada and Japan, according to ministry of commerce (Mofcom).

In a 12 Aug statement, Mofcom said its investigations, launched in September last year, indicated that the imported products “were subject to dumping, [and] that the relevant domestic industries had suffered substantial damage.”

In its preliminary ruling Mofcom recommended duty rates of 26.2% for Arlanxeo Canada Ltd. and 40.5% for other Canadian suppliers, effective 14 Aug.

Japan Butyl Corp. has been given a duty rate of 13.8% while other Japanese suppliers will face a 30.1% rate.

In the same ruling, Mofcom terminated the investigation into India, stating that Indian shipments accounted for less than 3% of total imports and were, therefore, “negligible” under China’s anti-dumping rules.

Halogenated butyl rubber is standard butyl rubber chemically modified by halogenation (with chlorine to make CIIR, or bromine to make BIIR). It is valued for air impermeability and heat/chemical resistance.

Major applications include air-tight inner liners for tubeless tires, heat-resistant inner tubes, heat-resistant hoses, conveyor belts as well as pharmaceutical stoppers and vibration-damping pads.
