US to maintain duties on Chinese passenger and light truck tires

Trade commission says revoking measures would likely lead to renewed injury
Washington – The US International Trade Commission (USITC) has voted to maintain antidumping and countervailing duty orders on imports of passenger vehicle and light truck (PC/LT) tires from China following a five-year sunset review.
In a 23 June ruling, the commission determined that revoking the existing measures “would likely lead to continuation or recurrence of material injury within a reasonably foreseeable time.”
As a result, the duties will remain in place.
Commissioners Jason Kearns and Amy Karpel voted in favour of maintaining the measures, while chairman David Johanson voted against.
The review, initiated 2 Jan, was conducted under the sunset review process required by US trade law and international agreements.
The USITC said it decided in April to proceed with an expedited review after finding adequate participation from domestic producers but inadequate responses from Chinese respondents.
The commission's full report is scheduled for publication by 30 July.
In 2015, the US imposed anti-dumping and countervailing duties on Chinese PCR tires, which were extended for a second five-year period in 2021.
Depending on manufacturer, the duties range between 14% and 88% and countervailing duties of between 21% and 101% on Chinese tire imports.
