US proposes 125% duty on General Science, drops review of nine Chinese tire exporters

Department of Commerce proposes countervailing duty on passenger car/light truck tires by General Science
Washington DC - The US Department of Commerce has proposed a countervailing duty rate of 125% on Jiangsu General Science Technology Co.
The move follows the Chinese tire maker's decision not to participate in an administrative review of passenger vehicle and light truck (PVLT) tires imported from China.
The US review, covering the period from 1 Jan to 31 Dec 2022, was initiated in August 2023, with Jiangsu General Science selected as the sole mandatory respondent in January 2024.
However, the company notified Commerce in January 2025 that it would not participate in the process, said a 6 May statement by Commerce.
As a result, the authority said it had applied an 'adverse inference' under US trade law and assigned the subsidy rate of 125% to the Chinese tire maker.
At the same time, Commerce rescinded the review for nine other Chinese exporters after receiving timely withdrawal requests from the parties that originally requested the reviews.
The following companies will not be subject to new countervailing duty assessments for this period of the review:
Qingdao Fullrun Tyre Corp. Ltd;
Qingdao Keter International Co. Ltd;
Qingdao Lakesea Tyre Co. Ltd;
Sailun Group Co. Ltd;
Sailun Group (Hong Kong) Co. Ltd;
Shandong Haohua Tire Co. Ltd;
Sumitomo Rubber (Changshu) Co. Ltd;
Sumitomo Rubber (China) Co. Ltd;
Sumitomo Rubber (Hunan) Co. Ltd;
Sumitomo Rubber Industries Ltd;
Zhaoqing Junhong Co. Ltd.
Commerce stated that no other party requested reviews for these companies. As a result, they will not be investigated further under this review cycle.
This is a preliminary determination and a final decision will follow after consideration of stakeholder input, the authority added.
