India recommends anti-dumping duties on 6PPD rubber additive imports

Producers from China, EU, South Korea and Thailand face duties of up to $930/tonne under five-year proposal
New Delhi – India's ministry of commerce and industry has recommended anti-dumping duties for five years on imports of the rubber antioxidant N-(1,3-dimethylbutyl)-N'-phenyl-p-phenylenediamine (6PPD), also known as PX-13, from China, the EU, South Korea and Thailand.
The probe followed a petition, in March last year, by Indian manufacturer Nocil, which accounts for a 65% share in total Indian production, said the directorate general of trade remedies (DGTR) in its 25 June final determination.
In its final findings, the trade authority said it was of the view that anti-dumping duties were “required to offset the dumping and injury.”
Calling the move “necessary,” DGTR recommended duties ranging from $307/tonne to $930/tonne, depending on the country and producer.
Based on the recommendations, Chinese exporters face duties of $511-930/tonne, with Sennics Anhui, Sennics Shandong and Sennics Taian each subject to the lower rate of $511/tonne.
All other Chinese producers would face duties of $930/tonne.
Imports from the EU would be subject to a duty of $576/tonne.
For South Korea, the trade authority proposed duties of $551-768/tonne, with Kumho Petrochemical subject to the lower rate of $551/tonne and other South Korean producers to $768/tonne.
Thai producers would face duties of $307-541/tonne, with Sennics (Thailand) subject to $307/tonne and other exporters to $541/tonne.
The investigation covered the period from 1 Oct 2023 to 30 Sept 2024, while the injury assessment examined market conditions between April 2021 and September 2024.
The ministry has recommended that the anti-dumping duties remain in force for five years, subject to the Indian government's final decision.
