China imposes anti-dumping duties on halogenated butyl rubber imports

Five-year measures on material from Japan, Canada following ruling confirming injury to domestic producers
Beijing – China is imposing antidumping duties on imports of halogenated butyl rubber (HIIR) from Japan and Canada, effective 14 March, the ministry of commerce (Mofcom) has announced.
In a 13 March notice, Mofcom said its investigation concluded that imports of the material from the two countries involved dumping that had caused “material injury” to China’s domestic HIIR industry.
“The investigation authority finally ruled that imports of halogenated butyl rubber originating in Japan and Canada constitute dumping,” said Mofcom.
The domestic industry, said the Chinese authority, has suffered “substantial injury, with a causal relationship between the dumping and the injury.”
The five-year duties include a 15.0% rate for Japan Butyl Co., while other Japanese producers will be subject to a 30.1% tariff.
For Canadian exporters, Arlanxeo Canada Inc. and other suppliers will face a 13.8% duty rate, the ministry said.
China launched the investigation into imports of HIIR from Japan, Canada and India in September 2024.
In a preliminary ruling in August last year, Mofcom determined that imports from Japan and Canada were dumped, while the investigation into Indian shipments was terminated due to "negligible" imports.
Halogenated butyl rubber is a modified form of butyl rubber produced through chlorination or bromination, resulting in chlorobutyl (CIIR) and bromobutyl (BIIR) grades.
The material is widely used in air-tight inner liners for tubeless tires, as well as heat-resistant inner tubes, hoses, conveyor belts, pharmaceutical stoppers, vibration-damping pads, adhesives and sealing materials.
Companies may apply for administrative review or judicial appeal if they disagree with the ruling.
