Mesnac unit to power Cambodian industrial park with biomass project

Industrial park home to Doublestar-Ube tire JV, Firemax Cambodia operations
Shenzhen, China — Mesnac company Qingdao Huakong Energy Technology has partnered with tire and rubber-product makers to build a biomass power plant in Cambodia.
In a stock exchange filing, Mesnac said the subsidiary had linked up with Firemax (Cambodia) Tires Co., Sino Foundation Engineering (Cambodia), and Ube Development Co. for the project.
The joint venture, tentatively named Huazhong (Kratie) Energy Thermal Power Co. Ltd, will be based in the Kratie economic zone’s Ube Snoul district, added the 5 Sept statement.
The partnership structure assigns 51% of equity to Qingdao Huakong Energy Technology, 20% to Firemax, 17.46% to Sino Foundation Engineering, and 11.54% to Ube.
Total registered capital is $14 million (€12 million), while the project’s overall investment is estimated at $24 million. Start-up is scheduled for June 2026.
The Kratie zone location is currently home to Newbustar (Cambodia) Tire Co., a $140-million joint venture project owned 80% by Doublestar and 20% by Ube Development Co.
With a nameplate capacity of 8 million tires per annum, the project officially commenced operations in September 2024 (ERJ report).
Firemax (Cambodia) Tires Co. has also been officially listed as located in the Ube Snould SEZ: working on a €175-million project to build tire production plant at the site.
In June 2024, Mesnac unveiled plans to invest in a rubber machinery factory in Qilu Cambodia special economic zone, Svay Reing province, with a projected 14-month construction period (ERJ report).
