ETRMA joins automotive sector in drafting EU Data Act guide

Association welcomes the inclusion of tire-related considerations, calls for 'sector-specific measures'
Brussels – The European Tyre & Rubber Manufacturers’ Association (ETRMA) has collaborated with the automotive segment to develop a new interpretation guide to help the sector prepare for the upcoming implementation of the EU Data Act, effective 12 Sept.
Published on 23 June, the Automotive Sector Interpretation Guide of the Data Act – Version 4 supersedes the previous edition released in April.
The latest version reflects what the industry calls a “shared understanding” of how to interpret key provisions of the Data Act in the context of connected vehicles and related services.
In a 26 June statement, ETRMA said it collaborated on the document with other major European automotive associations, including ACEA and CLEPA.
The work builds on an initiative launched in 2024 by French industry organisations PFA and Mobilians, under the country’s strategic agreement for the automotive sector.
The guide outlines how data categories defined in the Data Act, including raw data, pre-processed data, metadata, and related services data, apply specifically to automotive use cases.
It also addresses areas such as security-related and intellectual property-protected data, and provides guidance on obligations around user access and third-party data sharing.
"This collaborative work enabled to clarify key definitions and interfaces concerned by the regulation and ETRMA welcomes the inclusion of tire-specific considerations," said the association.
However, the association warned that the Data Act’s ambition “will be undermined” without further 'sector-specific measures'.
The association, therefore, called for the investigation of additional solutions to enable fair access to in-vehicle data, including user consent mechanisms through human-machine interfaces (HMI) and digital ID federation for secure data sharing.
ETRMA said it remained committed to the Data Act to enable fair and non-discriminatory access to in-vehicle data.
The association said it would continue to advocate for “clear, enforceable rules that guarantee access to relevant data in real-time, securely and efficiently.”
