China to introduce standards PAH oil content
ERJ staff report (DS)
Jinan, Shandong - Responding to claims by the ETRMA that Chinese tyres containing high levels of PAH oils are being illegally imported into the EU, the China Rubber Industry Association (CRIA) is attempting to upgrade its regulations and monitoring to ensure Chinese tyres meet these standards. At the same time, the CRIA is trying to upgrade the disposal of scrap tyres.
During a 17 November meeting, the CRIA held a fierce debate on the future of environmental care legislation with respect to tyres. In particular, the meeting noted that most old tyres still contain high levels of PAH oils. If raw materials for new tyres are sourced from old tyres, then it is likely to lead to allegations of illegal activity.
It is difficult for export authorities to check for this kind of oil content, so the industry expects to introduce new standards which match those currently in place in the EU.
However, because there is a well-established industry which re-processes old tyres and converts them into raw materials for new tyres, the recycling segment wanted a phase-in period for the new limits.
Tianjin Rubber Industry Institute is likely to lead the revision of national standards, said the report.
